Gia and Sam Noel sail with their father from a burning California coast to Southeast Asia. There they a classed as guests in a city that must keep building itself upward to stay above the rising sea. Their father disappears, and Gia is separated from Sam and sent out to the ungoverned zone, where she finds a company of bizarre diorama makers led by a mysterious foreigner whom the locals call Artmafia. As the ghostly dioramas become more real, the gang begins to fall apart. Gia must find her way, and her brother, among the oldworlders who seem to lose their senses.
